C. Human settlements(p) Support integrated planning and management of human settlements, incorporating water supply and sanitation, land use, housing, waste management, employment, education and health care services, and transport and other infrastructure, by:
(i) Integrating slum upgrading and slum prevention into city planning;
(ii) Planning and developing infrastructure and housing that promote sustainable consumption and production patterns;
(iii) Ensuring participation of all stakeholders, in particular women, in planning and decision making;
(iv) Integrating natural disaster risk mitigation and preparedness in human settlements planning and development, with particular attention to SIDS;
(v) Supporting regional initiatives, such as AMCHUD, for strengthening capacities and mobilizing resources for human settlements planning and development;
(vi) Promoting international networking for information exchange among local authorities, including for the implementation of Local Agendas 21.Affordable land, housing and services
(q) Assist in providing access for all, in urban and rural areas, to decent and affordable housing and basic services, in accordance with the Cities Without Slums Action Plan, through:(i) Designing pro-poor land policies, with a focus on tenure security and access to serviced land;
(ii) Promoting stable and transparent land markets and strengthening land administration;
(iii) Ensuring equal rights of women to own and inherit land and other property and to access credit markets;
(iv) Decentralizing responsibilities to local authorities, as appropriate, accompanied by capacity building and corresponding transfer of resources;
(v) Promoting public-private partnerships for financing infrastructure and building low-cost housing;
(vi) Encouraging donors and international financial institutions to provide innovative financing for low-income housing and community improvement, including through loan guarantees, seed capital for revolving funds, and facilitating access of local authorities to capital markets;
(vii) Strengthening the capital base and building the financial capacity of community savings and micro-finance institutions to enable them to provide improved financial services to poor households;
(viii) Facilitating transfer of technology for low-cost housing construction using local materials.Employment and enterprise promotion
(r) Support national measures encouraging private sector investment, entrepreneurship and job creation, including the following:(i) Creating a conducive policy and regulatory environment;
(ii) Providing assistance to small- and medium-sized enterprises to upgrade management and technical skills, and facilitate their access to infrastructure and services, finance and market opportunities;
(iii) Incorporating employment and enterprise development into slum upgrading programmes;
(iv) Providing education and vocational training to young people, particularly the urban poor, to improve their access to decent jobs;
(v) Designing entrepreneurship training programmes for women and youth, combining provision of financial services with mentoring, business training, and counseling.
