B. Sanitation(l) Incorporate sanitation into IWRM plans, recognizing the interlinkages among water, sanitation and health, as well as the positive impacts of access to sanitation on poverty reduction, privacy, dignity, security and education;
Access to basic sanitation
(m) Accelerate progress toward the sanitation goal through the following actions:(i) Raising sanitation higher on international, national and local agendas;
(ii) Capacity building for local authorities, community-based organizations and small-scale providers for management of sanitation systems;
(iii) Involving women in the planning and management of sanitation systems;
(iv) Engaging communities in monitoring sanitation and hygiene, including impacts on health and ecosystems, linked to national monitoring networks;
(v) Development, deployment and maintenance of appropriate, affordable and environmentally sound sanitation technologies, including indigenous technologies and ecological sanitation;
(vi) Prioritizing investments to areas of greatest need and greatest impact, notably in schools, work places and health centres;
(vii) Financing sanitation, including through budget allocations, cost-recovery approaches with targeted subsidies, revolving funds, micro-credit, and increased ODA, including through the IFIs, and regional bank initiatives.Sanitation and hygiene education
(n) Assist developing countries in promoting sanitation and hygiene education and awareness raising through the following measures:(i) Utilizing social marketing and public information campaigns, such as WASH, to improve understanding of the linkages among sanitation, hygiene and health;
(ii) Focusing on children and youth and incorporating gender-sensitive hygiene education in school curricula;
(iii) Providing separate sanitation facilities for boys and girls in all schools;
(iv) Involving women and community groups, within their particular social and cultural context, in raising awareness and promoting good sanitation and hygiene practices.Wastewater collection, treatment and reuse
(o) Expand and improve wastewater treatment and reuse, with a focus on the following:(i) Financial and technical assistance to national and local authorities in deploying cost-effective and environmentally sound sewerage and wastewater treatment systems, including decentralized urban systems;
(ii) Education and training in building, operating and maintaining wastewater collection and treatment systems;
(iii) Research, development and dissemination of information on low-cost wastewater treatment technologies;
(iv) Dissemination of information and guidelines on water quality and the safe reuse of treated wastewater;
(v) Establishment of a 10-year programme on wastewater management.
