Chair’s Draft Elements for DecisionThe Commission on Sustainable Development:
Recalling ECOSOC resolution 2003/61 concerning the mandate and new organization and programme of work for the Commission, which called upon the Commission to contribute to advancing the implementation of Agenda 21, the Programme for the Further Implementation of Agenda 21 and the Johannesburg Plan of Implementation (JPOI) at all levels; and also recalling the Millennium Declaration, the NEPAD initiative, the Monterrey Consensus, the Doha Declaration, the Mauritius Strategy, and the Hyogo Declaration and Framework for Action,
Recalling the outcomes of CSD-12 and the CSD-13 Intergovernmental Preparatory Meeting, in particular the identification of policy options and practical measures,
1. Emphasizes that:
(a) Water, sanitation and human settlements are closely interlinked and should be addressed in an integrated manner, taking into account economic, social and environmental aspects and all cross-cutting issues;
(b) Governments have the primary responsibility to ensure access to safe drinking water, basic sanitation, housing and related basic services;
(c) Measures to achieve the MDGs and the JPOI goals and targets on water, sanitation and human settlements should be integrated into poverty reduction strategies and national sustainable development strategies;
(d) Increased financial resource transfers, debt relief, technical cooperation, technology transfer, and capacity building will be essential to meeting the targets.2. Decides to call on governments, the UN system, international financial institutions, and other international organizations, working in partnership with major groups and other stakeholders, to take action as follows:
